WSJ: U.S. Sets Export Controls on China’s Top Chip Maker

The Commerce Department has implemented licensing restrictions on exports to Semiconductor Manufacturing International Corp (SMIC), which it claims risk being used for Chinese military activities. This action threatens to cut off equipment necessary for the manufacture of cutting edge chips, and mirrors similar export restrictions imposed on Huawei earlier this year. SMIC is backed by several state-owned entities and is at the heart of Beijing’s push to become self-reliant on advanced technologies.
